DCC comments on restart of the Healy Clean Coal Plant

A restart of this “Clean Coal” plant originally funded with dedicated federal money in the mid 1990s, should trigger a Prevention of Significant Deterioration process, we argued in our comments. Such a process considers whether the long mothballed plant addresses current emissions standards or must be revamped.
