Comment Period on Healy Coal Restart
The consent decree between the U.S. Environmental Protection Agency and Golden Valley Electric Association for the restart of the Healy Clean Coal Project (or Healy 2) is available on-line. There is a 30-day comment period that is open through November 9. There is an excellent summary of the consent decree on the EPA website, where you can also download the full text:

It’s time for this plant to become operational. I understand some groups concern, but this plant is due to start providing power. I support which ever plan gets this done in the fastest time frame possible.
